Yes, that's the one I saw. Family trees in comicbook universes are wild...The version you read about is Madame Ringleader, AKA Pascale Tiboldt. She is the niece of the original Ringmaster, and therefore the cousin of the Ringmistress. Also a potentially good villainess, though she doesn't have the hypnotic hat.

I guess you could say the Earth-USB version of the Ringmistress is a composite character who combines some aspects the Ringmistress and some of the Ringleader into the same character.
Yes, that's how I interpret it. Though I also interpret it has one glaring flaw: It only works if the person looks at it.That's about right with canon, I think. Powerful or strong-willed heroes can resist the Ringmaster's hat, but normal humans don't stand a chance. One of the early Marvel stories from the 1960s had Spider-Man hypnotized by the Ringmaster, so clearly even the Spider-Family is susceptible to its effects.
