Following on from A New Initiative, this is the Charter of the SI. As laid down by Harper, Caroline and the three other founders of the Shadow Initiative. This will form the background of a new season of the SI, coming in the new year..

SHADOW INITIATIVE OPERATIVES HANDBOOK (FOR OFFICIAL EYES ONLY)


The SI Charter

Foreword by Director-General Caroline Vollner-Shaw, one of the five founders.


Congratulations, on becoming part of the Shadow Initiative family. As part of the world's leading provider of non-lethal private military and espionage services, you are at the core of what makes us world beaters. The SI itself was founded on the principles of equality, tolerance and creating opportunities for women in the espionage industry. As such, we founders created a Charter, a code of conduct for our agents to follow. This as been amended to concur with the Marrakech Proclamations, further information on which can be found via talking with your training officer or SLOs or consulting Pg 4 of your Handbook. I hope you enjoy your time with the number 1 PMECs, and continue to to strive for excellence. And remember, whether you are a special operator, soldier, researcher or analyst you are all SI.

1) Leave no operative behind. The SI never abandons our own. Except under extreme circumstances.


2) Respect all your fellow Operatives, regardless of their race, gender, creed or religious beliefs, sexual orientation
and disability.


3) Never betray the Shadow Initiative or your fellow operatives. The penalty for treason is subsequent dismissal or detention in a SI secure prison in extreme cases.


4) An agents prior affiliation and country of origin doesn't matter. Once you join you are a member of the Shadow Initiative.


5) The use of lethal force on civilians at any time ( for the acquisition of disguises.) is expressly forbidden. Any operative found guilty of murder, will be incarcerated.

6) The SI spares its enemies and actively seeks to rehabilitate its prisoners. Lethal force is authorised on combatants if; there is no other choice present or if operatives are placed under Directoral Measures.


7) Only women are permitted to be trained for stealth and infiltration operations. Males can be present for all other roles, however.


8) An Operatives past and criminal history are expunged upon successful recruitment. Their identities erased from all global databases, except the SI' s. This is treated with the upmost confidentiality.


9) All are welcome to join the Shadow Initiative, regardless of prior military or agency background or lack thereof.


10) An Operative must not discuss Shadow Initiative business or top secret information to third parties outside the sphere. Failure to adhere to this rule, is grounds for dismissal or incaration.


This Charter is to be enforced by the Internal Security Division or ISD, whose role is to ensure that all staff adhere to these rules. To promote safety and professionalism across the Shadow Initiative.

It will be very interesting to see the first SI missions. Am I wrong or are there two founders missing? Katrin Schneider and
Vittoria DiCampo have not yet appeared. And I'm very curious about Anastasia's role in all of this. I guess she will be betrayed by KGB. Can we consider the sacred rules of SI as a foreshadowing? :D

Hi Saker

Yeah, I will be writing stories that detail Vittoria and Katrin's recruitment by Caroline, Harper and Anastasia in the new year. Which will be part of a new season for the SI, that will be kicked off by a SI Christmas special, that will completely link all the characters together.

Anastasia's third story in her arc, will cover her betrayal by the KGB in the most horrific and tragic way possible. I don't want to give too much away, but SI rules do foreshadow this. And the stories of Katrin and Vittoria too.

I also plan to do a series of the first SI missions, including the recruitment of Professor Svetlana Androchuk, the SI's Chief of R&D and the creator of the Mimic Gun.

Indeed one of the most enjoyable things about the SI stories. Sure operatives from other organizations don't think twice about killing some random enemy sentry. But SI operative's use their superior skills to avoid killing. Of course the sentry is not going to remain awake. Or clothed for that matter.

Definitely, although this stance does cause friction amongst the Founders Council. With Harper originally backing a stance of lethal on enemies only and Anastasia calling for complete freedom. As both believe that the Marrakech Proclamations are counter to the Charter and limit the abilities of the operatives. Caroline herself is more in line with Harper( for both professional and personal reasons) but prefers to keep the SI stable.

But I agree, the level of skill displayed by SI operative is what makes the series so enjoyable.
