If I got it right, the heroine is using some magic to temporarily change her face. Thankfully, whatever magic is at work, it can't replicate clothes, so we still have our good old uniform theft. Don't know much about the characters, they're the artist's original characters.

And decides to change her face to get to look l ike her to get the plans for a secret Soviet Nerve agent Baba Yaga. without being noticed.
