Not a very great scene in my opinion, as most of the stealing is implied/off-screen, but for the sake of completion...
Gotham's cops are planning to take advantage of Poison Ivy's wedding to arrest all the supervillains gathered for the event (this show is parodic, albeit in a black comdey way). There are policewomen among Gordon's forces and there are also women among the replaced catering crew and florists, so there are a few women-on-women uniform stealings. Unfortunately, the actual stealings happen off-screen and I couldn't find an aftermath.

There are shots showing the different members of the catering crew and florists between 0:14 and 0:18. Two women are handgagged and stripped off-screen by two policewomen at 0:42. If you wanna check, I suggest you do it fast - due to the fact that these episodes recently aired, YouTube has a tendency to quickly delete this kind of videos. Personally, as time passes, I find myself more and more annoyed when a show or a comics that eagerly shows gruesome bloody deaths and fights (as I said, this show is very fond of black comedy) can't even give us one shot of people (most likely bound-and-gagged) in their underwear. Apparently, violence and murder are more acceptable...
