The title is 'Unforeseen Circumstances' a short foreign film. There are subtitles (which are somewhat amusing.)

Excellent,scene with real police girl tied at the bed in lingerie,and thick cleave gagged.Always very happy with aftermath as that!!!!

I think he means 'uniform stealing' (US)
