AI Cels

I've noticed a lack of AI cels on our site. Does anyone know what it takes to make one i.e. cost, needed software, time, where one clip could be made? It seems to me AI could be better choice for this forum's content as exact scenes could be made rather than scenes falling short of being ideal.
Like that jailbreak scene where Asian guards are found knocked out and stripped to their under but are not found stripped and bound and gagged struggling to get free. Small details like that.
